When a judge commits suicide, and his secretary is found murdered later that same day, a homeless man is dragged in and charged with the killing. He is Carl Anderson, but he will not communicate or cooperate with the police. Anderson's silence is taken as guilt until overworked public defender Kathleen Riley is assigned to the case. Riley soon realises that he has not taken the Fifth Amendment but is in fact deaf and mute. Riley is determined to defend her client the best she can. Unsolicited help for Riley comes in the form of congressional advisor, Eddie Sanger who is called to be on the jury panel. Sanger is rather disgruntled at being taken away from his high profile life, but senses all is not right with this seemingly open and shut case. From Lobbyist to sleuth, Eddie starts to uncover anomalies in the case and, breaking all the rules of communication between jurors and PDs, presents them to Riley. Together they discover a dangerous circle of corruption in high places.
